"Currently much attention is being directed to the difficulty economic theory has had in predicting and explaining the real-life behavior of national economies. Policy makers in many countries facing fiscal problems frequently have been unable or unwilling to undertake fiscal reforms generally deemed necessary to curb inflation and promote growth.
