Policy makers in many countries facing fiscal problems frequently have been unable or unwilling to undertake fiscal reforms generally deemed necessary to curb inflation and promote growth. Consequently, the view has arisen that the major obstacles to sound fiscal management are often of a political rather than an economic nature.
